TO SUPPORT THE PROTECTION OF
VULNERABLE CHILDREN IN CAMBODIA

BACKGROUND
SCHOOL DROP-OUT AND CHILD LABOUR ON THE RISE IN CAMBOGIA 

Cambodia is currently one of the countries with the lowest human development index: although school enrollments have improved significantly, drop-out rates are increasing.
According to a UNESCO estimate (2019) there are about 700,000 working children, exposed daily to abuse, exploitation and prostitution, three quarters of whom do not have access to education due to the extreme poverty of their families. In addition, the lack of coordination between institutions prevents the full operation of child protection through international adoption, an institution approved in 2009 but not implemented yet.

OBJECTIVES
STRENGTHENING ADOPTION AND CHILD PROTECTION IN CAMBODIA

Our Bright Future was launched to promote child protection in Cambodia by supporting adoption and the activities offered by local centres. To implement adoption, assistance and training in child protection, prevention of child abandonment and national and international adoption procedures are provided to administration officials. In addition, the activities of the care centers and the services offered are optimised to counteract educational poverty and its consequences.

In order to promote adoption and child protection in Cambodia, the project integrates specialised training activities for institutional offices and accommodation and care services for children in difficult situations. In particular, it proposes:

  • training courses for national and local government officials, social workers and orphanage staff on national and international adoption procedures, legislation and child development;
  • accommodation services for vulnerable children at day centres in Sihanoukville, Andong, Phnom Penh;
  • educational and play activities, health and study support for about 500 children at risk of school drop-out and child exploitation.

       

RESULTS
IMPROVING THE LIVING CONDITIONS OF VULNERABLE CHILDREN IN CAMBODIA

Our Bright Future helped strengthen the services of the three day-care centres in Cambodia included in the project to guarantee safe spaces for children living in conditions of extreme poverty. The project supported 486 children in the centres of Sihanoukville, Andong and Phnom Penh, providing educational and support activities, adequate health care and access to education.

The activities carried out in the day-care centres were complemented by a training program aimed at the National Administration for International Adoptions of Cambodia to support the restart of international adoptions. Through this process, its officials and those of the Departments and Institutes in 5 provinces - for a total of 561 people - who have been trained on the application of the law on international adoptions. Most of them will be responsible for the screening procedures of children in public institutes.
